Santosh Chalaugain Completes 4-Year Tenure at Bagmati Province Youth Council
Hetauda – Santosh Chalaugain, the first Executive Vice President of the Bagmati Province Youth Council, has announced the completion of his four-year term. He highlighted the establishment of foundational structures and the implementation of key youth-focused initiatives during his tenure.
Nepal’s National Youth Council Act 2015 and National Youth Policy 2015 define youth as individuals between 16 and 40 years of age. The Bagmati Province Youth Council Act 2019 has adopted the same age range. This aligns with Nepal’s federal structure as defined by the Constitution.
Following the formation of provinces under the federal democratic republic, Bagmati became one of the seven provinces. The province set up the Youth Council and developed relevant laws and regulations. This enabled the launch of several youth development and mobilization programs. These programs covered sectors like education, health, agriculture, tourism, labor, and employment, handled by the respective ministries.
Creation and Functioning of the Council
The Bagmati Province Assembly passed the Province Youth Council Act in 2019. Under Article 31 of that Act, the Bagmati provincial government introduced the Province Youth Council Regulations in 2020. In 2021, the province established the Council office under the ministry responsible for youth affairs. Since then, it has been in operation.
In a press release marking the end of his tenure, Chalaugain shared that he had worked with eight different ministers. He was appointed during the tenure of then Chief Minister Dormani Poudel.
Chalaugain stated,
“Our focus was mainly on making youths aware of state policies, rules, and their rights.”
During his term, he led the drafting of a Provincial Youth Policy and introduced a Model Youth Parliament. He also organized debates and advocacy programs around youth policies. In addition, he initiated self-defense training for young women.
He emphasized the importance of hosting three Provincial Youth Conferences. These conferences included representation from all districts and municipalities in the province.

Chalaugain declared the fiscal year 2081/82 as the “Skill Year.” The goal was to connect youth with skills, employment, and entrepreneurship. Nearly 10,000 youths received training through skill development programs. Of those, hundreds succeeded in becoming self-employed.

As he stepped down, Chalaugain expressed pride in the work completed. He urged the provincial government to retain and further strengthen the current structure of the Youth Council.
Meanwhile, Bagmati Province plans to merge the Youth Council with the Sports Council. Finance and Planning Minister Kundan Kafle announced the merger during the presentation of the fiscal year 2082/83 budget in the Provincial Assembly.
Chalaugain also faced legal challenges during his tenure. The then-coalition government dismissed him from his post. However, the High Court Patan, Hetauda Bench, issued an interim order allowing him to continue in office. Justice Nagendra Lal Karna directed that Chalaugain be allowed to carry out his duties without obstruction.
